We live in a 3 story condo apartment building. We are on the ground floor. Each living room has a balacony. Ours, being the ground floor unit has a below ground patio (5-6 feet down) that sticks out about 6 feet further than the ones upstairs. It has some old thin astroturf on the floor.
Our upstairs neighbors (2 flights) up are George and Eleanor. Her stepdaughter Heather (about 16-17) and their 13 month old son Georgie live with them. There has been tension between Heather and Eleanor in the past.
This morning we were in our second bedroom playing on the computer etc - typical morning stuff for us. We heard a lot of screaming from outside...went to check it out - it was Eleanor, her son had fallen from his balcony onto ours! Apparently Heather was watching...we didn't see the fall, we aren't sure what happened or how it happened. Georgie was screaming and bleeding. Police were called - about 6 cop cars came and EMS and it was chaotic. They came through our messy place to get to the patio to get Georgie and take him to the hospital. (You can just jump into our balcony from outside, but that wasn't good for EMS). Alan got upset from the screams and was crying. We kept him out of the way in the master bedroom while EMS was here -- but it took a while for him to calm down and smile. Oddly enough one of the officers that came was the one who'd put the car seats in our cars. They took pictures of the balcony and other things and took names and numbers of witness (apparently someone in the apartment one flight up saw him falling..) It was very stressful - we had to leave afterwards to go take Alan to his sitters so we could attend a wedding later today.
We got home tonight and spoke to George. Georgie is in the hospital (possibly in intensive care). He lost 2 bottom teeth. He also had multiple skull fractures and will need to be monitored for a year for brain damage. Please send vibes and prayers that he'd be ok.
This whole incident has me very shaken. Alan's fall (where he fell out of a high chair unstrapped and lost 4 teeth) seems like NOTHING in comparison to this -- a baby can fall out of a high chair...but off a 3rd floor balcony?? (The sitter told us only 2 cop cars came when Alan fell...not 6!)

The main reason we didn't get a two-story house is because I didn't want to have to worry about my kids tumbling out of upper floor windows or balconies.
